Starting WordPress Tutorials
WordPress is one of the more popular blogging software and content management system. Here are some links to tutorials on how to use WordPress and how to customize it.
If you are just getting started with WordPress, the “WordPress for Beginner” Codex is what you want to read first. It start out about what blogging is all about.
After you have decide that WordPress is the way to go, you have to choose between have a blog on a hosted solution at WordPress.com or installing your own WordPress software from wordpress.org on your own web host. The former is easier; the latter gives you more flexibility and control. Either way, you can get started by learning to write posts.
If you want to install WordPress on your own webhost, you can have the people at Install4Free.Wordpress.net do it for you (if it is for personal blogging) or you can install it on your own by following the installation documentation.
If you run in problem, check the Troubleshooting documentations or post your question on WordPress forum.

I personally, use the third method. Whichever method you choose, you will find the documentation on Theme Development helpful. But before you go of and develop custom functionality for your WordPress site, you might want to check if there are WordPress plugins available that will do what you want.
