Sign into you PayPal account and click on the Merchant Services tab. They change the page all the time. But you can find and click on the "Donate" link to get to the Donation page.
Enter any optional information you like. If you do not enter a donation dollar amount, they your users will be able to fill in any amount they want to donate.

If you preview the web page, you should now have a working Donate button as in the donate button at the top of this page.
And when the user clicks on the donate button, they will get a Checkout form where they can fill in the amount that they want to donate. The Checkout form will also have your email address so that users will know where the money is going. Users who already have a PayPal account, will then enter their PayPal login and password. Otherwise, there is an option for them to create an PayPal account.
