PayPal provides a wide range of services and products for merchants and developer that ranges for the basic "sending a PayPal invoice" to "Payment processor APIs".  Surely, once in a while you need to contact PayPal tech support for questions on how to use their services and/or if you run into problems.  And because so many people are using PayPal, surely there are many other people that want to contact PayPal tech support -- so you are not alone.

Maybe that is why their tech support telephone number is so hard to find -- otherwise, they would get flooded with calls.  In fact, I am not able to find their support number in their publicly available website.  You have to login into your PayPal account to find it.  

Of course, there are other ways of getting help such as email, chat support, and forums.  But I think the best way to communicate complex issues is by phone.

So here is how you can get a hold of PayPal tech support on the phone:

1. Log into your PayPal account.
2. Click the "Help" link at the very top.
3. Click the "Contact Us by phone" link at the bottom right.
4. Then click the "call us" link.
5.  You will now see the toll-free PayPal Customer Service number and
you will see a "Secure Web PIN" which changes. 

It's no good if I give you the number here, because you need the
"Secure Web PIN" as well as your social security number in order to get
to a live person.
